im not sure if this is a case of alcohol distributors unwilling to take it up because of personal vested interests or lack of interest in jumping through legal/financial hoops required to distribute.
most likely they are keeping right to acquire licenses first so they can apply for them with the intent of reselling the license |

Nevada could import weed from California except they can't because weed can't legally cross state lines. It's legal in both states, but it's illegal in the US, so if one state runs out and another state has a surplus, too bad.
