I went to see the russian border while going with Hurtigrutten with my family. The excursion said 'boat safari' so we did not suspect we were just going to look into russia and hear horror stories about people going further than certain poles in the ground. My brother, who is russian and had his passport, joked about going across, but the guide could not recommend it.
He once collected a confused tourist that got away from the group from across the border though. Due to svome miracle he was not spotted.

Swedish-norwegian border is far more relaxed. And any russians going the other way would be in far less trouble in Norway.
