Dropping charges isn't exactly letting him off, he's already been named in lots of newspaper stories. When any potential employer googles Jay Michaud, pages of these stories are first results. Prosecutors probably figure he's fucked anyway.

Lazy police work strikes again. FBI takes over an illegal porn site, distributes illegal porn, charges people who received illegal porn with crimes, and then lets a few go so that they don't have to disclose their process.
