I suppose Foxconn must have some scruples, since the easy thing to do would be to look at the businesses in Wisconsin and neighboring states that employ the most people and have the best revenue to capital ratio and just do that.

Since Foxconn has free land and huge subsidies, it could undercut all those businesses and technically meet a variety of goals to maintain the program, at the cost of existing jobs and companies.
