No surprise here. It's always been obvious that no one ever even knew what would actually constitute "winning", let alone how to achieve it. And one thing Democrats and Republicans in government all agree on is that "fighting terror" is a great way to get political support, so let's just keep riding that gravy train to nowhere. It's easy to keep moving the goalpost when no one knows what it is anyway.
