What gets me, the way 7-11 corporate is treating it's franchisees isn't a franchise style at all, but more the way a corporate store is handled. Which may be the point - force out a bunch of small-chain and single-owner stores, and convert them to corporate stores. 7-11 corporate is likely under pressure from ICE, but that also gives an unethical upper management the weapon they need for corporate conversion.
