Problem is DOD is not the agency that does the torturing that would be the CIA. Trump used Mattis comment about a pack of cigs and a 6 pack as a place where he could maintain his torture works stance at the same time look reasonable.

And I can't see the reasonable man I have heard Mattis describe as smiling put the pen in his pocket after Trump signing what can only be described a Muslim ban. He is or was a 4 star he has to know what that would do to our counter terrorism efforts or our upcoming battle in Syria where we need Muslim forces to fight ISIS...Not seeing a reasonable man.
