Considering the state of Venezuela right now... it sounds like their methodology is sound, prescient even.
Nothing inspires a thriving business climate than confiscating private property and nationalizing foreign investments at the whim of your typical Socialist state.

I vaguely remember similar treatment of Venezuela by IMF or World Bank during Chavez's first term, pre-coup, but I can't find anything. Does anybody remember, and have links?
