Want to avert the apocalypse? Take lessons from Costa Rica

I worked there for a couple of years when I was with Intel.



The article paints a cutesy picture, but realistically - the roads are full of potholes that can swallow an SUV, the houses in the San Jose neighborhoods are literally fenced in fortresses because of the high crime rate, and they are constantly flooded with Nicaraguan and Honduran cartel and gang members. There is also a clear social stratification there as well as all of the real wealth in the country spread amongst a very small number of folks.

One thing I thought was awfully cool though - they don't have a military.

Could there be a connection here? How ever could you draw a connection between these observations?
