The Chinese dislike the British for burning down the Summer Palace in Beijing. They dislike the Japanese for massacring hundreds of thousands of civillians in Nanjing.
The Japanese are not popular with their neighbours.

In most situations, the phrase "worked the people like slaves" would be hyperbole, not understatement. The Japanese are not popular with their neighbours.
