Here in the UAE it's a lot hotter than that, and I have yet to see a cop vehicle with the hood open. If this is the best they can come up with, their shit is seriously weak.

Give these cops bicycles. If the bicycles go missing, give them a segway. Segway goes missing, how about pink uniforms.
