Maybe if you're just quietly yankin' behind a tree or something, but that's not really the form that public masturbation often takes. Usually it's a form of unwanted sexual harassment directed at an unwilling observer.

I think there's something missing from this article. It says the conviction has been overturned, but that he needs to go back to court to have the 'administrative fine' re-assessed. So I'm not sure what has actually happened.

Also not sure if the rule of precedent applies in Italy...this might be a unique circumstance.
