Why can't he be? If he sets his mind to it I am sure he can accomplish just about any goal he wants. Just because he's disabled doesn't mean he can't be just as twisted and psychotic as everybody else. With the right adaptive device or a surrogate axe wilder there is no telling how many unsuspecting victims he could dismember.
