Can confirm, A few years ago I worked on funding joint-R&D projects with India, developing approaches to treat bio-wastes from various industries including pulp & paper mills (though the leather tannery was the most scary).

In the areas around the waterways into which the paper mill discharged the local community knew the production schedules better than the mill. If you didn't get your water before an effluent discharge then it could be several days before you could get more.
