So, over all, I have been against and appalled by a lot of the US intel gathering, particularly against our own citizens.

This on the other hand, from the article was of foreign banks, was monitoring not manipulation, and did not appear to use strong arming of MS or other companies to help, instead using an unknown exploit. If all of that is true, that fits how they shoud be operation in my opinion.
