That is what spying is. Getting people to do illegal shit "in the interest of your government". The NSA read everyone's mail and the FBI are all of the USA cops. Secret service does weird odd jobs, batf does guns, cigarettes and booze paper work, and home land security fucks things up and tries to run everyone.
