quote [ After her father raped her, Jean became one of the roughly 12,000 Texas kids in long-term foster care, a system that often leaves children more damaged than when they arrive. For Jean, selling sex seemed like a safer bet. ]

You don't have to read far to get to the heart of the problem- Governor Abbot and the Republican legislature refusing to adequately fund an already depleted child welfare system. Because y'know, that would be socialist or something.

I'm not sure why I am shocked when this kind of thing happens in the US.

As I understand it the following statistics can be extrapolated across national boundaries although I don't have a reference for it. Although more resources for victims would certainly help in breaking the cycle of trauma, that is really the need. Predators and prey creating future predators and prey.
Studies by David Finkelhor, Director of the Crimes Against Children Research Center, show that: 1 in 5 girls and 1 in 20 boys is a victim of child sexual abuse; Self-report studies show that 20% of adult females and 5-10% of adult males recall a childhood sexual assault or sexual abuse incident; During a one-year period in the U.S., 16% of youth ages 14 to 17 had been sexually victimized; Over the course of their lifetime, 28% of U.S. youth ages 14 to 17 had been sexually victimized; Children are most vulnerable to CSA between the ages of 7 and 13. |
