Population of Wyoming is about half a million. Coal employs around 7,000. A loss of a few hundred jobs is considered devastating. This seems like a problem that could be solved without resorting to deceit and stupidity.

Without any proof I will go out on the limb and say the politicians are lining their pockets with coal money for something this asinine to happen in their state.
