Most coup attempts include the military. It seems like the police state is so strong in this country it was attempted without any military, with just an expectation of police to stand aside. It didn't work, and his replacement from the opposition wants to... more than double money to the police? Ask the Roman emperors how elevating police to aristocratic status panned out.
