If your motivation for building an ocean country is overpopulation, you've failed to solve the root of the problem and are only contributing to it. There is plenty of space for humans -- the problem is allocating that space and basic resources equitably. And building an ocean country is a very non-equitable distribution.

If your motivation for building an ocean country is dissatisfaction with economic regulation, then you've failed to solve the root of the problem and are only contributing to it. Your little ocean country will need to import basic resources so you can survive. And surprise, international trade is regulated (and for good reason.) If you're savvy enough to use hydroponics and become as self-sufficient as possible, how are you going to distribute the food? Who is working to grow it, and do you compensate them for their labor? Surprise, you're regulating again.

If your motivation for building an ocean country is that you think it's cool idea and would be neat to try, then you have more money than sense. Have at it, but you're an idiot and don't be surprised when someone tries to stop you.

If your motivation for building an ocean country is a hatred for all other humans, I think I could get behind that. Good luck out there, fellow misanthrope.
