That's because we don't have prisons. What we have are privately funded rape-dungeons who's primary purpose is to warehouse and store human bodies at ~60k per year.

Pretty sure at rape-co's corporate HQ, talks of rehab and anything else that 1)costs money and affects executive bonuses, and, 2) may slow the return-back rate inmates after release, is generally met with a guided tour to the front door.

It took me a while to figure out a whole lot of people don't want inmates rehabilitated and reintegrated. Guilty once, guilty forever, throw these inconvenient people in a forgotten hole.
