Really Monte Santo is to blame for that when they tried to recoup their R&D instead of keeping end users in mind. If they didn't try making sterile crops, it probably would be much more strongly embraced.

It isn't in Japan though, and no there's not really any need - the historical problem was people were eating white rice exclusively, like literally nothing else.
