The NASA Tournament Labs Challenges: Govt. outsourcing skilled labor to foreign countries

One of my colleagues just found this. NASA is one of our best clients and we have several longterm contracts with them. They have begun outsourcing a lot of what we do for them to places like freelancer.com. These are highly skilled jobs sent overseas for less than 10% of what it would cost domestically.

It's the reality of the gig economy, no matter how skilled you may be. Companies (and governments) are turning into just a bunch of managers, managing contractors, including other managers.

At the top of the current list is a 3:00 minute animation that should probably cost between $40-$60K, based on the supplied storyboards. They are paying $3k, and doing it as a "contest." So far there are five competitors for that $3k. We're not talking about bidding on the job, we're talking about submitting the completed job. Four will submit completed work and still walk away with nothing. Another "contest" is a sophisticated CAD and engineering job for $1k that should probably be ten times that much. Many of the previous "winners" are from foreign countries with drastically lower cost of living, like India, Mexico, Bosnia, Korea, Kazakstan, etc.

I'm guessing it's a loophole in the funding appropriations, since these are, "contests," not contracts. Otherwise, I don't think Congress would take kindly to NASA spending its dollars off-shore like this. Or maybe not.

WTF, man. Just WTF.

I feel like it's just a matter of time before management gets replaced by applications as well and we're all at mercy of The Cloud.

Ironically, my own company does some of that cloud based infrastructure and "information management." I'm glad I'm almost 50 and within sight of retirement. Otherwise, decades of honed skill and problem solving could go right out the window.

A lot of your hospital records, and accompanying history, are coded in the Philippines. Conveniently, last I checked, the HIPAA (Health Insurance Portability and Accountability Act) medical data protection rules are "unclear" on off-shoring.
