Tsar Bomba, while scary, proved conclusively that anything above 25+ megatons is largely wasted.

The nuclear ramjet cruise missile, I'd say, wasn't nearly as scary as the actual ICBMs that had already just started flying about the time that work on Pluto started. Pluto was a hedge against ICBMs turning out to be more expensive or difficult to build, stockpile, and deploy successfully.
