I still don't know if it was the Chinese Government or Wuhan's local government that muzzled the people who figured out something is wrong.
In any case, they shut everything down. People are only allowed to leave twice a week from their homes to buy groceries and supplies. Anyone breaking protocol is hosed down (probably) and arrested.
We don't operate like that, so we get dumb decisions like this happening.
