Jogger who accidentally crossed U.S. border from B.C. detained for 2 weeks

Two weeks seems like a bureaucratic problem that needs to be fixed. Signage sould be inplace...but how often does this happen and how is it handled in the other direction? Say if a US citizen with say his guns in his cowboy truck is out hunting and wanders across the border into Mexico or Canada? I fell like we are being given one side of a larger picture for propoganda purposes and it kinda pisses me off.
